FeedCycle, is a way for RSS to distribute in an orderly fashion. Do I think there is a need for this? No. I use RSS to get the latest and newest news on whatever feed I subscribe too. Read their description of what serialised or cyclic feed is. Read a more in depth spin on this.
Technically Speaking, I can’t see the vision or the reason of why to use this, but others might.
